I download it, and recheck for updates. Says there is an update. Same one. I click on it and it asks if I want to
repair, customize or delete. Only option that can be selected is delete.
Why isn't the software aware it's been downloaded? I've rebooted the computer and same issue.

I have the same problem & thought it was my PC.
After leaving the updater to run for two hours to see if Thunderbolt would complete I then spent an hour of so uninstalling the driver updater, uninstalling Thunderbolt & reinstalling them again, turning off the PC & back on.
Hopefully there's a fix arriving soon.
Thanks for posting this. I have updated the manifest for this Thunderbolt driver, to be delivered only for Intel NUC systems. This change should roll through the system within the next couple of hours.
