This shows the license search order.
 
However, please be aware that the search order does not necessarily determine what license will be used first when there are multiple licenses for the same feature found.
See (Xilinx Answer 44024) for the rules of license precedence.
Here you can see that if a license component is available in multiple license packages (in both, Node-Locked and Floating Licenses), the license that is used is selected in the order described in this AR#44024.
 
Please note that the first rule in the list of this AR (i.e. regarding the highest level of operation), is related to IP core licenses only and doesn't apply to Vivado or ISE software licenses.
 
Therefore, you can use "sort" directive as indicated in this this AR (than can be used to override the precedence specified in items 2, 3, and 4 of this AR), or if this is not possible in your situation, then you'd need to remove access to the floating license server for the time when you are Synthesizing/Implementing/generating your bitstream in Vivado. You can do this by temporary removing @ from XILINXD_LICENSE_FILE environment variable (and/or from LM_LICENSE_FILE).
That way this will guarantee you that only your NL license will be found and used.
